The original Richard J. Daronco Courthouse was plagued with problems
from the start. It had poor ventilation, elevators that got stuck and a
façade that absorbed water rather than repelling it, causing leaks and
ultimately safety problems. A cooperative venture between the County,
the court system, members of the legislature and the State Dormitory
Authority planned a $140 million restoration, renovation and addition
to modernize the facility. The first phase of the project replaced the
roof, windows and façade of the existing 20-story courthouse tower.
Plaza completed the
second phase of the construction,
a 165,000 SF, three-story
courthouse annex housing
21courtrooms that will
serve both the Family and
Criminal Courts, (two below
grade), mechanical rooms and
parking. The building also
provides office space for
staff from the County's
Department of Probation and
other support staff.
Acting as the prime contractor, Plaza began work on 7/1/03 and completed
the Annex on 1/3/05 under the NY State Wicks Law. The third
phase renovation of the remaining floor of the tower interior included
installation of 14 new elevators, 25 handicap lifts, 41 criminal holding
cells and over 100 private and public bathrooms.
Designed by the architectural team of Pei Cobb Freed & Partners,
Fuller & D'Angelo, the building wraps around the south, west and north
sides of the current tower, attaching at the B1, B2, 1st, 2nd, & 3rd
floors. The center courtyard is surrounded by a new glass curtainwall
with a stair projecting into the courtyard itself. The 1st-3rd floors and
the basement parking structure of the courthouse tower also were
refurbished.
